**GAP** Service Teams are not finding the information needed to get permissions

As teams are finding the updated documentation, instructing them to create Release Plans they are not finding the permissions information and sending me emails or messages in teams.

- [ ] We should add the permission link to the emails that are autogenerated and sent after onboarding. This way teams will have the permissions info at onboarding.

- [ ] In the new API readiness design, Crystal and I worked with Catalina to draft how to check for the permissions and then let the user know if they do not have the appropriate level of permissions for what they are trying to do.
