Stress - add in infrastructure alerting for chaos-mesh

We've had a few incidents for chaos-mesh where it's been dead/off and didn't notice until someone actually dove in and tried to figure out what was going on.

We should add in some basic alerting that tells us (infrastructure) if chaos-mesh isn't up/deployed properly and if it's still alive (ie, scheduling some chaos policies)
