Description
Avocado PR pipeline check in [PR 24518](https://github.com/Azure/azure-rest-api-specs/pull/24518) reports MISSING_APIS_IN_DEFAULT_TAG for two operations that were removed from a preview version but not present in the prior GA version.
These two operations were removed intentionally, and it is allowed to remove operations that are only in preview in the next preview version.
