Ted needs to be able to suppress PoliCheck failures, but we don't have guidance for that, neither at https://aka.ms/ci-fix nor in the [suppressions doc](https://dev.azure.com/azure-sdk/internal/_wiki/wikis/internal.wiki/85/Swagger-Suppression-Process)
