Description
The PR pipeline bot in azure-rest-api-specs failed to add the "NewAPIVersionRequired" label to [PR 11428](https://github.com/Azure/azure-rest-api-specs-pr/pull/11428) when this PR has changes that would be allowed in a new API version but there was no version change.
According to https://aka.ms/swaggerprreview, this label should be added "When breaking change is acceptable in new version".
