Send release planner and TypeSpec feedback survey when release plans have been completed

After discussing with @ladonnaq , we decided to have a survey that will help us to know if users are getting value in using the Release planner apps.

Start by locating the Release Planner completion flow and the existing email or in-app notification integration. Implement and verify survey delivery and messaging for completed plans, using the TypeSpec link for TypeSpec plans and the OpenAPI link for OpenAPI plans.
