Update issue description with meeting updates rather than posting a new comment

When a user of the scheduling tool updates details about their meeting, like adding a PR link, the scheduling tool posts a new comment that repeats all the details of the meeting, plus the new information. E.g. issue [#22366](https://github.com/Azure/azure-rest-api-specs/issues/22366):


A better experience would be that it would update the original issue description with the new content.
