CPP Smoke tests

In CPP we have a smoke tests project created under https://github.com/Azure/azure-sdk-for-cpp/tree/main/samples/integration/vcpkg-all-smoke .

We need to have it plugged in to the smoke test pipeline.

Start with the smoke test project at samples/integration/vcpkg-all-smoke in the Azure SDK for C++ repository, then trace how this repository defines and runs its smoke test pipeline. Identify the pipeline entry point and the existing integration pattern to follow. Done means the C++ smoke tests run as part of the smoke test pipeline.
