Description
The Breaking Change (Cross-Version) PR check in the azure-rest-api-specs repo does not point to the specific element with a breaking change for some cases. An example is the first "TypeFormatChanged" issue reported in [PR 21807](https://github.com/Azure/azure-rest-api-specs/pull/21807):
Both the old and new links go to the "parameters" of an operation that has 5 parameters. Which one is the message about?
