Add perf pipeline convention to pipeline generator

Right now it's not entirely clear how to spin up new perf pipelines aside from duplicating existing pipelines and changing the yaml reference. I don't think it would be too much work to codify the pipeline conventions into the pipeline generator tool and enable the prepare-pipelines command.
