[stress testing] Add more forgiving retry handling on deployment for weekly tests

For our weekly cadence tests (that run for 7 days), deployment errors related to throttling/network instability are a pain because we lose a whole week of testing. We should be extremely forgiving for these long duration tests of transient issues.
