Allow users to update GitHub issues created by the Scheduling Tool with links to assets that are required for meetings

In the current flow, a user who is on their github issue and wants to provide additional documentation for a review meeting, must:
* click on the link to the power apps
* open up the power apps and provide the links

At this point, the power apps will update the issue by adding links via markdown.

An alternate approach would be to simply provide instructions on how to edit the issue to provide this information, e.g.
