Ability to add labels to the issues that are created from the scheduler tool

This will involve:
- Provide a view in the Admin panel to the admins can add the labels
- Add to the creation of the issue the labels set by the admin -> https://github.com/Azure/azure-sdk-tools/issues/4107
- Labels should be per meeting type.
