[Perf] Move language-specific code to build and run tests into language repos

The language-specific code to build and run tests (`Net.cs`, `Java.cs`, etc) should be moved into the language repos, so it can be more easily maintained by the language team, and validated using the language perf pipelines. This might required porting the logic from C# to Powershell, or another repo-agnostic language.
