Develop tooling / dashboard to measure / report "freshness" of client libraries

A service team must request an update to client libraries when it releases new features, but if it fails to do so then customers cannot access the new features using the client libraries. We should monitor the "freshness" of client libraries to ensure that whenever the service API is updated the client library is also updated to support this new version.

The issue names no files, tests, or entry points, so first map the Azure SDK tools repository and identify where client-library and service-API release data can be obtained. Clarify the freshness definition and reporting scope with maintainers; done should be an agreed tool or dashboard that detects when an API update lacks a corresponding client-library update.
