[Swift APIView] Support APIView Diagnostics

Currently SwiftAPIView does not support diagnostics. We should add that baseline support. A follow-up issue would be whether we want custom logic for APIView diagnostic rules (a la Java) or leverage custom rules with something like SwiftLint. But to start, we need the basic mechanism in place.
