Pull latest version from devop tool changes.

**Current status:**
We currently manually update the tool version every time we updates the tool.

**Expect to have**:
The script will pull the latest tool version from devops and auto generated a second PR for updates.

**Things to take care:**
We are lack of the ability to test scripts and tool changes PR. We have to test the bundle scripts with latest tool changes to make sure we did not introduce breaking changes which would probably fail the pipelines.
