[Recordings-Move] Prototype + Explore Initial Difficulties

Do a very surface initial cut, do not lock down on a specific language/scripting language. This is just to create context for a requirements meeting where we get opinions from folks on the exact implementation details before we do them.

Explore:
- [ ] External Assets SHA Viability Experiment (does it work? what does conflict resolution look like?)
- [ ] Identify pain-points for a local process
- [ ] Are we just shifting the "ever expanding" recordings issue out a few years by moving to another git repo? Can do we just _not_ merge to `main` or the equivalent default branch? We need a solid answer y/n.

Outcome of this issue should be a writeup gist and context for a meeting with stakeholders.
