Description
## Context
The assessment epic (#14529) defines the assess → propose → update loop, and #16658 captured requirement/design clarification. We now need a tracked implementation task for the initial usable version of the TypeSpec assessment skill.
Related implementation: #16751.
## Goal
Deliver the first end-to-end, read-only TypeSpec assessment skill that analyzes the current TypeSpec Git diff and produces an evidence-backed HTML report for service developers.
