[release plan] Auto-triggered release pipeline is not linked to the Release Plan dashboard

Since JS's auto PRs have been merged, it will trigger the release pipelines automatically, but it can't link these JS release pipelines into Release Plan dashboard. The `action required` status in dashboard is still `Release sdk` not `Approve Release`

In this case, JS's auto [PR](https://github.com/Azure/azure-sdk-for-js/pull/39599) has been merged 2 hours ago, and the release pipeline has been triggered here https://dev.azure.com/azure-sdk/internal/_build/results?buildId=6728368&view=results several minutes later,

but now I can't access this pipeline through the dashboard directly.

**Note:** I have already approved the release of this, so when accessing this dashboard in the future, its status will change to 'released'
