Release plan dashboard should show failed to generate SDK status

Description
Failed to generate SDK status is not displayed on the dashboard if SDK PR link is present for the language. This will be confusing if a user tries to regenerate the SDK and if regeneration fails.
If SDK pull request status is 'Failed to generate SDK.' should be visible on the dashboard with link to failed generation pipeline, even if SDK pull request URL is present as long as SDK is not in released status.
