[TypeSpec Authoring][Telemetry] User study for Ring0 and Mono services

## Overview

Conduct user study sessions for the **azure-typespec-author** Copilot skill with **Ring0** and **Mono** service teams to gather qualitative feedback on the authoring experience, output quality, and pain points.

## Scope

- Identify and reach out to early-adopter contacts on the **Ring0** and **Mono** service teams.
- Run guided feedback sessions where team members use the skill on real TypeSpec authoring tasks (API versioning, resource definitions, resource operations, models & types).
- Capture qualitative insights: authoring experience, output correctness/quality, grounding accuracy, and friction points.
- Summarize findings and feed actionable improvements back into the skill backlog.

## Deliverables

- Session notes / recordings (where permitted) per team.
- A consolidated findings summary with prioritized improvement items.
