[Azsdk-cli] [SDK breaking change detection] Tune sdk breaking change classification AI prompt

The initial version of the AI prompt for SDK breaking change classification has been implemented and currently meets our existing classification requirements.

As we encounter additional scenarios and edge cases, the prompt will need to be updated to improve classification accuracy, coverage, and consistency. This issue is intended to track future enhancements, refinements, and maintenance of the classification prompt as new requirements emerge.

Goal: Track ongoing improvements to the SDK breaking change classification AI prompt.
