Description
Part of #16162.
Update the benchmark for the `azure-typespec-author` skill to cover the versioning-support enhancement (default version decorators + target-version prompting).
## Scope
- Add/adjust benchmark stimuli that exercise versioning scenarios (add/remove/rename/optionality/type-change).
- Add graders/assertions that verify the correct version decorators are applied for the target version.
- Update expected results as needed.
