[TypeSpec to SDK] collect metrics of the flow from API spec review to SDK release

Our goal is to enable a predictable and efficient end-to-end SDK release process with minimal back-and-forth, improving productivity for both the service teams and our team.

To achieve that, we should collect the following metrics
**Release Predictability**
% of SDK releases completed without manual intervention/rework
Average time from spec merge → SDK release completion (target: reduced variance)
**Self-Service Adoption**
- % of service teams completing TypeSpec conversion or SDK release without direct PM/SDK team intervention
- Reduction in support tickets / Teams escalations per release
**Engineering Productivity**
- Reduction in PR review cycle time via auto-review/auto-fix capabilities
- % of SDK PR comments automatically handled by AI tools
