[Azure SDK Tools Agent] Update notification tool to share link to new dashboard

Update the Azure SDK Tools Agent MCP tool that notifies the release plan owner to send them a message containing information on where their release plan is in the process, what their next step should be, example prompt to use with the agent to start the next step, how to drop the release plan if it's no longer needed, and a link to the new dashboard.
