Agentic SDK release process improvements

This is epic issue group a bunch of improvements to do in End to end SDK release process to guide the user better when using agent the generate and release SDK.

Goals:
- Agent should be aware of end-to-end process
- Agent should be able to answer any questions about current state of a release plan and what's the next actions is? whether it could be next tool to execute or process to follow.

No files, tests, or entry points are named. Start by mapping the end-to-end SDK generation and release process, then identify where the agent tracks release-plan state and selects the next action. Done means the agent can explain the current release state and recommend the next tool or process step.
