CODEOWNERS Clean up data access and helper boundaries

Data access and helper boundaries can probably be rationalized.

* Helper classes and business logic inside of tools
* Data access more smooth, maybe use different types of queries and rationalize methods in DevOps helper

This class contains a single method. Would it be simpler to move it into the codeowner tool and have the tests call that method instead? If the analyzer method signature enforcement is the issue then we can work around that.
