[Python APIView] add another level(s) in navigation pane for operations/operation groups

The navigation pane only includes clients and not methods under those clients currently.

Feature request to add operations (1 level below clients) or operation groups (2 levels below for a more honest view) under the navigation pane so architects can get a better overview.
