[APIView] When should API approvals be copied and when should they not?

Currently, APIView will automatically copy an approval if a new APIView is created that 1) has the same API surface area and 2) that surface area has been approved.

One ramification of this, is that approving an alpha or beta API will _automatically_ copy an approval to a GA release. There are concerns amongst the architects that this behavior is not desired.

The issue names no files, tests, or entry points. First clarify whether approvals from alpha or beta APIs should copy to GA releases, then locate the APIView approval-copying logic and define tests for the accepted behavior.
