[Python APIView] APIView Copilot should be used to generate comments for markdown API file + update GH PR with comments

Following up on: #12851

There is an existing MCP tool to get Copilot APIView comments. Need to check with Travis whether Copilot APIView can take this md file. + Need to integrate returned comments into PR based on line numbers.
