API Spec Approval Status not updating in Release Plan

When an API Spec child work item reaches Published, the parent Release Plan does not update API Spec Approval Status and instead remains Not Available.

**Example**

- Release Plan: https://dev.azure.com/azure-sdk/Release/_workitems/edit/32744
- Child API Spec status: Published
- Release Plan field: API Spec Approval Status = Not Available

**Expected**

When the API Spec is Published, the Release Plan should automatically set API Spec Approval Status to Approved.

**Actual**

Status remains Not Available, causing confusion and reducing trust in Release Plan as a source of truth.
