Remove package name selection screen in the SDK release app and let agent updates it.

Remove package name selection for both data plane and management plane when API spec is TypeSpec. GitHub coding agent can parse tspconfig.yml and update package names based on the info in tspconfig.yml. TypeSpec emitter to get tsp properties should be use to get package details for a given TypeSpec path and update SDK details in the release plan instead of asking them to choose package name.
