[Client Customizations] update classifier to handle SDK errors that require TSP changes

Following up on #13498

Update the classifier to handle more complex scenarios, where SDK errors should be fixed with TSP client customizations.
The following build log requires `create_liveness_with_verify_session_with_verify_image` @access to be updated. However, the log does not indicate that this change should be made in TSP. To account for this, we should add a microagent to the classifier that will analyze SDK errors, SDK generated files, and patch files. The agent should be able to, whenever possible, recommend TSP customizations.

Deliverable:
- Prompt + microagent to the classifier that returns directions on TSP customizations needed to resolve SDK build errors.
