[TypeSpec Flow] auto-validate SDK suppression with approved SDK APEX exception work item

If a service has an approved exception for not releasing an SDK, we can keep the suppression on the missing emitter configuration. Without an exception, the suppression should be removed and the service should receive guidance—either to obtain approval or to set up emitter configuration and request SDK releases promptly.

Currently, this cross-check is done manually; the goal is to find an automated solution.

When we worked on cleaning up the suppressions, we found there are two categories’ SDKs without 4 language emitters defined. And please note since there is no any language emitter so all these SDKs are suppressed now and also it was suppressed by us at the beginning of adding TSV validations.
