[doc]: Need to ensure the content of http://aka.ms/azbreakingchangespolicy is up to date

The last update of http://aka.ms/azbreakingchangespolicy happens in 2023 and I think after that, a couple of the process has been updated including how to handle the bug in API definition and the breaking change review process in spec PR.

We need to ensure the document is up to date so we could help service team to follow the right process to handle breaking change.
