The functions in this script have been moved to the `DevOps-WorkItem-Helpers.ps1` script.
Update the [wiki page](https://dev.azure.com/azure-sdk/internal/_wiki/wikis/internal.wiki/444/Marking-a-Package-as-In-Release) to use the function from the new location.
