Description

o Validate codeowners & service label information. Release Planner doesn’t need to validate this information, but it needs to be able to surface invalid codeowner and service label status so that Release Planner users can fix invalid information or create new codeowner entries or add a service label from within Release Planner
o Create new codeowners & service labels
o Update codeowners & service labels
o Verify if a MS Alias of a new codeowner entry has a GitHub alias, and if not, facilitate the creation of the GitHub alias.
o Update GitHub Org Visibility status to Public AND a member of Azure and/or Microsoft GitHub Orgs. If this cannot easily be automated, we need to make it super intuitive from agent and release planner
o Service label guidelines should be clear and enforced
