The problematic release plan is https://aka.ms/sdk-release-planner?release-plan-id=b515ba5f-4394-f011-b4cc-000d3a5972d8. The namespaces for different languages were manually input without a valid review request. And the service moved on to trigger SDK generation.
The expectation is service team should be blocked from SDK generation when prerequisites are not met.
