Add support for testing specific tsp-client versions in the SDK validation pipelines

Can we add a variable in the sdk validation pipelines so a specific version of tsp-client is installed?

This will allow us to release dev versions of tsp-client and run all of the language pipelines on that specific version to check for breaking behavior before releasing a new tsp-client version.
