Merge release status completion in release plan for java packages as single pipeline status

This issue is to track the addition of release status completion in the release plan, as discussed in PR #46489 (https://github.com/Azure/azure-sdk-for-java/pull/46489).

Update release completion script to pass artifacts as list to the script and let the script handle iterating over the packages instead of iterating over the artifacts within the yml.
