[tsp-client] Investigate output-dir usage with init

Now that tsp-client supports emitter-output-dir, consider whether the output-dir flag should be removed for `init`. Folks can customize their output dir using the variable either with tspconfig.yaml or emitter-options. tsp-client would only pass repo root as outputdir to the compiler options.
