Release planner: Change log status is incorrect

Release planner shows the change log status from latest package data instead of showing the status at the time of release pipeline. Version, change log status, APIView status should be pinned to SDK release request table from SDK package table when package is released to persist the state. Currently it shows the status from SDK package table which is always latest info from the repo. (So, this information will be related to the automatically incremented next version after the SDK package release).
