Remove TestResources step is timing out

My hunch is that this is specific to the configuration of resources being set up, but we need to dig a bit to make certain.

This issue covers discovering if the `why` this is timing out. If it is a specific contention in the bicep/test-resources.json deployment schema for storage, then that will have to be on the storage team to resolve. We still need to do some initial legwork to make certain it's not a random occurrence on any template tough.
