Create a document that outlines the steps to take after the SDK code is generated

After the SDK pull request is generated by the SDK generation pipeline, the service team needs to complete a few additional manual steps before the PR can be considered ready for release. This task is to create an entry document that outlines all of these additional steps.

The details for each step may either be documented directly within this entry document or referenced from separate documents.

Our goal is to provide a standard template that each SDK language team can use and customize by adding relevant details.

This entry document should be linked either to the SDK PR or to the release plan to ensure easy access by service teams.
