If a user has a release plan and has completed the `Request SDK generation` or `Request SDK Release` (according to the flow) this creates GH issues that the Shanghai team uses to do work.
What should happen when the user changes the API spec PR?
- Should the tool close the existing GH issues and open new ones?
- Should the tool update the existing issues with the new PR?
