Scheduling app - Rest API review PR link Email

Mike Kistler wants an email sent 5 days before a meeting to remind users to provide their API Specs PR GitHub Link.
This email is simply a reminder, the spec is NOT a hard requirement but simply a nice to have.

- This email should be sent to the same recipients as the confirmation email.
- This email should only be sent if they don't have their API spec in the Scheduler app
