Follow-Up Questions by AI Bot in GitHub Issues

## New Functionality:

The bot will identify and emulate team's follow-up questions when responding to GitHub issues, especially to seek more context or clarification from the issue author.

## Current Challenge:

Difficulty in distinguishing comments from Azure SDK team members versus partner teams, as both are within the same access group (public member of the Azure and Microsoft GitHub & azure-sdk-write permissions)

## Proposed Approach:

Initially, include all comments from team members and partners to train the bot. Then assess the effectiveness and quality of bot-generated follow-up questions to determine if a narrower focus is needed.

The issue names no files, tests, or entry points, so first locate the GitHub issue-response bot and how it collects team comments. Compare generated follow-up questions with the team's examples, including partner comments; done means the bot can seek missing context and its question quality has been assessed.
