Add validation to api version and api spec type on release plan

When a Release plan is created, the UI ask the user for the api spec release type. It would be good to validate that the PR the user added is for the release type they specified.
We had cases where the user adds a PR that doesn't get approved or is not the most recent one. Not only is confusing, but it will also create problems when SDK automation happens from the release plan.
