Rust native driver build

The Cosmos team is requesting generating native drivers as binary output artifacts for consumption by other build systems.

There is a pipeline today that handles these builds and releases artifacts to a: https://dev.azure.com/azure-sdk/internal/_build?definitionId=8339

Remaining work:
1. Land MS Rust toolchain on the build machines and use it to produce output artifacts based on the Cosmos team's supplied build matrix
